Andrew Constance's new job as council CEO 'smacks of political bastardry', MP claims

The former long-time Bega MP and NSW South Coast federal candidate for the Liberals Andrew Constance has been announced as the new CEO for Shoalhaven City Council.

But his appointment has been decried by his former opponent and current Member for Gilmore Fiona Phillips, who claimed the decision “smacks of political bastardry”.

Mr Constance spent 18 years as the Member for Bega before resigning to run as the Liberals’ candidate in Gilmore, but lost to Labor’s Ms Phillips when competing for the seat in the 2022 and 2025 elections.

On Tuesday (30 September), Shoalhaven City Council Mayor Patricia White noted Mr Constance’s 18 years of public service when announcing he would be her council’s new CEO.

“Andrew’s commitment to the Shoalhaven and his proven leadership make him an outstanding choice to guide our organisation,” she said.

“His deep understanding of regional issues, infrastructure and community engagement positions him strongly to lead the council into its next chapter.

“We look forward to working with him to realise a bold vision for Shoalhaven – one that champions long-term financial sustainability while shaping a thriving, inclusive future for our entire community.”

But Ms Phillips said due to the appointment, she had lost all confidence in Mayor White and the council.

She said she would be writing to the NSW Minister for Local Government with her concerns.

“Mr Constance has no local government employment experience,” she said.

“During the 2025 federal election, the Shoalhaven Mayor, Cr Selena Clancy and Cr Jason Cox were actively supporting Andrew Constance.

“This smacks of political bastardry; there must have been other applicants on the merit list with local government employment experience.

“It reeks of ‘jobs for Liberal mates’, and does not pass the pub test. It is certainly not in the best interests of Shoalhaven ratepayers.”

A council spokesperson said Mr Constance’s appointment followed a comprehensive recruitment process led by council and supported by independent advisors Stephen Blackadder Consulting (SBC).

“After a rigorous and competitive selection process, we’re confident that the successful candidate is the best possible choice,” SBC managing director Stephen Blackadder said.

Region put Ms Phillips’ claims to Shoalhaven City Council and asked for more information on why Mr Constance had been selected as its CEO, but a council spokesperson said Mayor White declined to comment at this stage.

Mr Constance formally begins his new role next week. Attempts were made to contact him for comment.

Interesting choice of works from Fiona Phillips “smacks of political bastardy” Could it be called “political bastardy” when it is known that at the recent Federal Election at least one if not more Councilors from Shoalhaven Council was seen handing out for Fiona Phillips.

On the 22nd April 2024 at the Batemans Bay Soldiers Club I and approximately 300 elderly members of the Eurobodalla Community witness the most disgusting and foul mouthed behaviour and language from Fiona Phillips – this could be describe as “bastardy – “despicable or otherwise unpleasant behaviour”.

Realistically those present at the Soldiers Club at Bateman Bay should have put a complaint in to the Labor Prime Minister but then what would have been the point as it would have been a complaint about a Labor member to a Labor Prime Ministry.

Whats the old saying about “the pot calling the kettle black and don’t let the truth get in the way of a good story” this move of Fiona Phillips is political. Trish Hellier

Phillips who should just get on with HER OWN job that taxpayers fund and stop pushing HER OWN politically biased opinion. The election is over Fiona. Move on.

How unsurprising, a Liberal supporter not wanting an investigation into the selection process was corrupted in any way.
Now, of course, if the roles were reversed, you would be shouting for an enquiry.
The people have rejected Mr Constance twice now.

Well done Andrew. As a life long pollie with no real work experience, you’ll of course flounder but at least create some amusing chaos. The hapless Office for Local Governmnet should have a good look at the recruitment process before doing nothing. What a sham. Blackadder Recruitment is true blue. You can look at least look forward to dealing with nutcase Councillors and when you try and rein in the crazies you can get a very big fat payout ….just like the GM’s at Yass, Eurobodalla, Goulburn (twice in two years) Snowy Monaro and your predecessor at Shoalhaven did.

Why not? He will at least be experienced in dealing with the idiotic Councillors. I’m surprised some local Councillors and the resident know it alls didn’t apply. They are, in their own tiny minds, all round experts and have answers for everything. Managing billions in assets, multi service operations, hundreds of staff and millions in budgets is a breeze right? Time for NSW to get rid of the totally useless local government tier.
