Year-long sewerage works locked in for Southern Highlands town

A new water treatment plant for a southern NSW town is one step closer.

At a recent meeting, Goulburn Mulwaree Council (GMC) voted to award a tender for upgrades to Marulan’s sewer infrastructure to Level Plumbing and Gas Goulburn.

During the meeting, councillor Michael Prevedello welcomed the decision.

“I’m pleased to see that this is going ahead because it has been bandied around the chamber before.

“Marulan is growing. It needs the facility.”

Council documents state the works are an “upsizing” of Marulan’s common effluent drainage (CED) system, which serves as part of its sewer network.

The existing CED is too small for a full sewer connection and must be replaced so it can be connected to an upgraded Marulan Wastewater Treatment Plant.

The works will include the construction of a 375 mm diameter gravity main and associated infrastructure.

They are expected to be completed within one year.

A staff member explained the upper timeframe for the works – 52 weeks – would give the council an opportunity to consider further works.

“There is that additional time in case we want to do something a little bit slightly different within that budget and within the project scope to be able to optimise the network,” they said.

According to meeting papers, these extra works could include changes to reduce infiltration into the network (where water that doesn’t require treatment is able to enter the network).

A “provisional sum component” for the council to consider trenchless technology is also flagged as an option for other elements of the network.

According to the documents, Level Plumbing and Gas was one of four respondents to the call for tenders.

During the meeting, councillor Caitlin Flint said it was “really promising” that three were Goulburn-based companies (the remaining one was from Sydney).

“It’s very positive that it’s actually going to one of our local tenderers.”

Cr Flint also sought an update on the Marulan Wastewater Treatment Plant project.

In November 2025, the council handed a tender for the design and construction of the Marulan Water Treatment Plant to LC Water Pty Ltd, a Victorian-based company.

It will complete the detailed design for the plant.

In response to her questions, a staff member confirmed that work on the project was ongoing, pointing to the approval process.

“We’re still working through the regulator requirements in order to get the Section 60 approval to inform the detailed design.”

GMC documents state that the tender concerns the section of the CED system in the BP North catchment, with the upgrades to be carried out during the current financial year.

Further work is then expected to be carried out for some other parts of Marulan (more recently built areas already have the appropriate-sized connections).

Residents will be given notice about any work happening in their street.
