Work is expected to begin on new amenities for the Goulburn Regional Hockey Facility and North Park in the second half of 2022.
Exceeding $3 million, the tender was awarded to ARW Multigroup at the recent Goulburn Mulwaree Council meeting. Construction for both projects is expected to be carried out concurrently.
Mayor Peter Walker said the joint tender for the two sporting facilities had yielded a good result.
“Council, alongside the hockey community and Junior Rugby League, have worked hard to tap into grant funding and then achieve an affordable outcome for these important projects,” he said.
“The facilities at North Park will greatly benefit all users of those sporting fields, and our hockey complex will now be able to hold national standard tournaments.”
The council declined the original tenders in February after all offers for the Hockey Complex amenities upgrade came in over budget.
Council reviewed the scope and budget for both projects with architects, the Goulburn District Hockey Association and Goulburn Junior Rugby League.
Councillor Jason Shepherd commended the decision to return to the drawing board.
“I think going back to the tender process has paid dividends,” he said.
“It’s good to see continued investment in hockey and rugby league.”
Councillor Bob Kirk added he was “really pleased” a local contractor was chosen to deliver the projects.
“Both hockey and junior league in particular will reap the benefits that all the other sporting clubs have been enjoying in recent times,” he said.
Five new tenders were submitted for the project but ARW Multigroup was chosen as it had the lowest submitted price and complied with the allocated budget.
The North Park project will be focused on demolishing the old facilities and building a new pavilion, including a canteen, meeting room, four change rooms, referee room, public toilets and storage. There will also be upgrades to pathways, landscaping, electrical, water and sewer.
A new amenities block will be built on the western side of the hockey complex with four change rooms, referee rooms and a hockey shop. The current amenities building was constructed about 18 years ago.
The approved budget for the North Park Sports Pavilion Upgrade is $1,582,603 and is being funded through:
- NSW Regional Sport Facility Fund: $967,603
- Australian Government Local Roads and Community Infrastructure Program: $600,000
- Junior Rugby League: $15,000
The approved budget for the Goulburn Regional Hockey Complex is $7,081,000 and is being funded through:
- NSW Government Restart NSW Fund: $3,872,000
- Goulburn Mulwaree Council: $3,009,000
- Goulburn District Hockey Association: $200,000
Expenditure to date for the Goulburn Regional Hockey Facility is $6,184,235.63, which leaves a balance of $915,764 for the project.
Council will also contribute an extra $832,828 from its general unrestricted cash reserve to deliver the project. Any savings will be returned to this reserve.
