Warwick Winn has resigned as general manager at Penrith City Council to take up the Eurobodalla Shire Council’s top job.
Mr Winn, who will take up his new role on Monday, 7 November, said it had been a difficult decision to leave Penrith, but that a great opportunity had arisen for him on the beautiful NSW South Coast.
“I’m looking forward to getting out and about and making contact with the Eurobodalla community and the council staff as quickly as possible and discussing all the exciting opportunities ahead,” he said.
Mayor Mathew Hatcher said Mr Winn would bring new ideas and a fresh approach at a crucial time in the region’s growth and renewal.
“I’m very, very excited to have someone of Warwick’s experience and calibre joining our council,” Cr Hatcher said.
“Warwick’s demonstrated leadership experience, his strong planning background, and his desire to connect with council staff and the community saw the panel select him from an exceptional pool of candidates.”
Mr Winn is an experienced local government general manager, having worked in the UK and New Zealand as well as Australia, including as chief executive officer at Manningham City Council in Victoria and North Sydney Council before his move to Penrith. He was also planning director at North Sydney for nine years.
Since August 2018, Mr Winn has overseen Penrith City undergo a once-in-a-generation change to become a vibrant, world-class city, at the gateway to the new Western Sydney Airport and Aerotropolis.
Under his leadership, Penrith Council has embarked on a process of continuous improvement, and Penrith City is attracting an increasing level of interest and investment from both the government and private sectors.
In his spare time, Mr Winn likes to ski, spend time with his family, including his new grandson, and play the
occasional game of golf.
Recruitment for the top job began last month following Dr Catherine Dale’s announcement in March she would not renew her contract after nine years at the Eurobodalla helm.
Dr Dale had worked in chief executive roles within the local government sector for 17 years before joining the Eurobodalla Shire Council in April 2013. She will finish up at the end of September to embark on lecturing opportunities at universities and other consultancy roles in the education sector.
Cr Hatcher thanked Dr Dale for her exemplary leadership over the past nine years, leading the council through bushfire recovery, the pandemic, and a period of significant infrastructure investment in the shire.
An interim general manager will be appointed at an extraordinary meeting of the council next Monday.
