Eurobodalla council's general manager pulls the pin on high paying job

Eurobodalla Shire Council’s general manager has resigned after less than three years in the role.

Warwick Winn joined the council in November 2022 after serving as general manager at Penrith City Council.

In a statement, a Eurobodalla Shire Council spokesperson said councillors accepted his resignation at Tuesday’s meeting (18 March).

The majority of the meeting was closed to the public.

During the livestreamed portion, Mayor Mathew Hatcher said the councillors’ decision was unanimous.

No reasons were given for Mr Winn’s resignation. His term will end on 21 March (this Friday).

The confirmation that he would be leaving the role, in which he reportedly earned more than $400,000 a year, came after rumours swirled for weeks.

In a LinkedIn post, Mr Winn said he was proud of how council staff had responded to “enormous financial challenges” during his tenure.

“Rather than keeping their heads in the sand, they [council staff] understood the need to start living within our means and the changes and hard decisions that shift would require,” he said.

Mr Winn said the council’s general fund deficit had been reduced from $14 million to $8.5 million.

“The program has been soundly based on financial discipline and a clear corporate focus on core services,” he said.

Mr Winn said that after leaving the council he would be spending time with his family and travelling.

Director of Finance and Corporate Services Stephanie Speedy will fill in as acting general manager until an interim general manager is found.

“The search for a permanent replacement will also start as soon as possible,” the spokesperson said.

Mr Winn had previously worked in the United Kingdom and New Zealand, including as CEO at Manningham City Council in Victoria and North Sydney Council before his move to Penrith.

He also worked as planning director at North Sydney for nine years.
