Plans for a new seniors’ housing development on the South Coast have been lodged with the NSW Government.
IRT Group is proposing its latest project, Wattleview, for a 18 ha site at 11 Spencer Street in Moruya.
CEO Ross Gallagher welcomed the project’s latest milestone.
“We feel it works in really nicely with what we’re trying to do down there,” he said.
“The space will also include a cafe, village green and wellbeing facilities. They’re really places that we’re trying to design to bring people together.”
In August 2025, initial concept plans were released as part of community consultation, giving the community a sneak peek into the site’s possible future.
At the time, the in-progress designs featured diverse accommodation options, as well as amenities (such as a library, sauna and a green space) that would be open to the public.
Mr Gallagher said the lodged plans reflected the “tweaks” made after feedback, covering elements of the site’s design and layout.
“Height and also privacy were the pieces of feedback we got from the local community,” he said.
Earlier this year, Mr Gallagher told Region the development was expected to cater for about 470 residents.
The final designs include independent living (spanning unit or apartment-style accommodation) and aged care facilities, in addition to lifestyle elements.
“We’ve carefully curated state-of-the-art facilities that promote wellbeing, independence and connection across generations,” Mr Gallagher said.
“This includes a dedicated health and wellbeing centre with a hydrotherapy pool, sauna, gym and resident library, creating shared opportunities for people to stay active, engaged and connected close to home.”

He said the long-term timeline for the project would mean IRT could build the staff needed for the project over time.
“We’ll build it over various stages, over a period of time.
“That certainly avoids having to have an immediate, 100 per cent [staffed] workforce on the ground. It can be built up over time.”
It’s expected that on-site worker accommodation would house about 64 staff members.
As it has been labelled a State Significant Development, it will be assessed by the NSW Planning Minister (rather than Eurobodalla Shire Council).
Mr Gallagher said he hoped approval would arrive in the coming months.
“[That assessment process should] take, roughly, around 12 to 18 months.”
Construction is expected to start in mid-2027 if the project is given the green light.
