After almost 30 years and big bucks, why isn't this bike path finished?

The missing link starts here. Left to Right: Jeff de Jager, Danielle Brice, John Seltenrych (President Moruya South Head Cycle/Pathway Committee), Gary Cooper and Bruce Roberts (Committee Secretary)

In 2016 Jeff de Jager, Danielle Brice, John Seltenrych (President Moruya South Head Cycle/Pathway Committee), Gary Cooper and Bruce Roberts (Committee Secretary) called for the missing link to be completed – 10 years and hundreds of thousands of dollars later, it’s still unfinished.

Can you figure out how to get a kilometre of footpath laid?

If you can, Moruya Business Chamber wants to meet you for brekkie at the Adelaide Hotel on Thursday 24 September.

After almost 30 years of work from the community and promises from all levels and parties of government, the Moruya to South Heads footpath remains incomplete, with just 1.6 km of concrete needed to finish the job.

Moruya Business Chamber president Rob Pollock said recently completed walking tracks in Batemans Bay and Narooma added insult to injury.

“The allocated funds just seem to disappear,” he said.

“We were promised it would be completed by 2025. It is well and truly overdue.

“We see all sorts of other infrastructure happen around the shire, like the walkway at the Bay two years ago and the boardwalk at Narooma.

“They’ve both been completed, but we’ve been left in limbo.

“It seems that for anything to happen in Moruya the community has to do it themselves.”

The project was enthusiastically begun by community labour and cash back in 1998, before it was taken over by the Eurobodalla Shire Council and left unfinished.

Ten years later, on 8 August 2008, Moruya teen Chris Brice was walking to a party. He was hit by a car while walking along the side of South Head Road and died.

His mum Danielle was determined to prevent another needless death in the same area and threw herself into advocating for the connection between Moruya and South Head to be completed.

MP Mike Kelly in 2009 committed $146,000 to get the path finished.

In 2012 the RMS and the Eurobodalla Shire Council committed $50,000 each.

Eurobodalla roads and recreation manager Warren Sharpe said at the time about $700,000 worth of work would be needed to complete the first kilometre of path from the Princes Highway to Keightley Street.

In September 2017 then-Bega MP and NSW Transport Minister Andrew Constance pledged $750,000 for the pathway.

Mr Constance said at the time the Liberal NSW Government would work with Eurobodalla Shire Council and “this is going to get done”.

By 2023, with about 1.6 km of path to go, the money ran out, according to the Eurobodalla Shire Council’s website.

On the campaign trail for the NSW election Member for Gilmore Fiona Phillips and Bega MP Michael Holland hammered the Liberals for their broken promises.

“The Liberals were happy to go to Moruya during an election to make flashy announcements, but as we have seen far too many times, once the speeches were over, and the photos taken, the money never came through,” Ms Phillips said.

Three years later there’s been no further progress, and the Moruya community is livid.

The Moruya Business Chamber wants to create an action group to get the cycleway completed.

Mr Pollock said they were open to all ideas about how it could be done, from volunteering and community contributions to work from any level or party of government.

“It’s time we make sure it gets completed for all the people who have put their shoulders to the wheel since 1998,” he said.

“Some of them have passed, and there has been one death on the road – we don’t need another one.

“This needs to be a priority.”

Beyond that, he said the potential benefits of unlocking South Heads for cyclists and pedestrians was enormous, for accessibility, health and recreation.

Breakfast at the Adelaide Hotel to discuss the push for the path is on Thursday 24 September from 7:30 am. Cost $25 per head includes barista coffee to order, and a choice of an egg and bacon roll, a veggie frittata, hash browns, cereals and juices. RSVP to [email protected], or text Glenda Collins on 0415 955 662.

Usual squeaky moaning boomers talking nonsense. This bike path is a total waste of money. Roads, rates and rubbish please.

I find this to be a sad and frustrating project I had sat in many, many Council meeting and watched and heard Danielle’s presentation on this subject. It is great to see one of my favourite fellow “usual suspect” JdJ in this photo.

It is very concerning to read Moruya Chamber President Rob Pollock’s comment” The allocated funds just seem to disappear”.

I note in the article it is stated that in 2017 Minster Andrew Constance pledged $750,000 for the pathway, in reading the article by 2023 with only 1.6km of path to go the money had ran out. My understanding is once monies is pledged it gets signed off by the Premier, was this the monies used to get the pathway to this stage?

In the report it states that Fiona Phillips and Michael Holland hammered the Liberals for their broken promises “Fiona Phillips stated “The Liberals were happy to go to Moruya during an election to make flashy announcements, but as we have seen far too many times, once the speeches were over, and the photos taken, the money never came through”. I FIND THIS IS THE POT CALLING THE KETTLE BLACK!!!

In June 2023 Fiona Phillips and Michael Holland had a photo shoot on Surfside Beach announcing $12,0007,632 from the first round of Federal Disaster Relief Funding. Fiona Phillips made a statement words to the affect “I am thrilled to see Batemans Bay region in particular, Surfside receive an upgrade”.

Well the facts are SURFSIDE received very little of this funding despite the facts that included in the $12,0007,632 was $5 Million that Andrew Constance pledge in 2019 for SURFSIDE along with another $250,000 for investigations works. It was appear that the NSW Labor Government sat on this money until 2023 and THIS $5M reduced this so called Disaster Relief Funding to $7,000,7,632.

After witnessing the walkout by Michael Holland, Fiona Phillips and the Labor supporters at the Batemans Bay Soldiers Club a couple of years ago over the Petition to Save Batemans Bay ED and witnessing and hearing the verbal tirade when Fiona Phillips returned to the room throwing open the door screeching the FFFFF WORD directed at Andrew Constance (unfortunately my hubby and I sat in the very last row next to the door). Both Phillips and Holland are still trying to berate Andrew Constance at every opportunity they get. The question still needs answering why wasn’t Phillips censured in Parliament for this outburst?

Perhaps it is time the Labor Government chipped in for the 1.6Km pathway after all the broken promises from the last two elections made by the Labor Government and every day we wake up to hear Albo gifting millions of dollars overseas.

Trish … an excellent summation and a great example of ‘the pot calling the kettle black’.

It is most interesting that since 2024 (2022 at Federal level) any issues that are critical of the CURRENT government are turned around and blamed on the PREVIOUS (Coalition) Government. Rather disappointing as it shows the duplicity of a ‘win at all costs’ mentality of the Labor Party.

Hi Trish

As I mentioned weeks ago I would not bother to attend ESC meetings as I do not want to waste my time listening to nothing more than self promotion with no substance. They cannot walk the talk.

One only has to Google ESC to find many criticisms of our Council. Yes, I heard from many people re the disgusting performance by Fiona Phillips and Michael Holland at the meeting re the Batemans Bay ED. Decent people have their own opinion of that type of behaviour. Many doctors in this area believe it still should not close even when the Moruya Hospital is functional due to emergencies which may occur throughout night time hours and the length of time to get to the new hospital from the Batemans Bay area.

However, do not fear, as I believe all the funding that was promised by Andrew Constance will suddenly appear a few months before our State election next year. Look at Victorian Labor now coming out with all the “sweeteners”. Only fools fall for these empty promises.

However, as an article stated ESC were planning to borrow $61 million dollars for upgrades, I don’t know where the money will come from to complete past projects. And the completion of the bike path cannot be classified as an upgrade.

Hi Maureen I note your view in relation to attending the Council Meetings. Whilst there is now an opportunity to Live Stream these meeting realistically if time permits I would still prefer to attend these meetings in person. With the Live Streaming is an advantage you don’t necessary get the full picture of the meeting, I have always found that body language amongst the Councillors very interesting. The media reports of the meeting do not always take the reader to how the Councillors came to the decision that they make.
In relation to saving the Batemans Bay Ed there is to be a meeting held tomorrow (Wednesday 30th September) at the Council Chambers with the Councillors, representatives of the committee Don’t Close Batemans Bay Ed, MP Michael Holland and I believe via zoom a representative from NSW Health Hopefully “the powers to be will have their listening ears on” in relation to the committee’s presentation.

In relation to any funding that Andrew Constance promised I am of the view that there needs to be a “deep dive” as to where the funding went.

I further note in relation to the Disaster Relief Funding in a couple of years ago there was a meeting with the previous GM, 2 staff and the group Eurobodalla Coast Alliance who were endeavouring to find out where exactly was the $5 million that Andrew Constance had pledged for Surfside. During the conversation a staff person stated that Casey’s Beach would have additional rocks and this cost would be approximately be $350 million and at the time there was mentioned there would be a requirement to “build up Beach Road”. More recently there has been an announcement that $7 million will be spent on this project. My guess this is this money is coming from the Disaster Relief Funding. My view is when there are grants or fundings received by Council there has already been a pre conceived idea within the walls of the Council as to where this monies will be spent. Realistically it would appear that Grant Funding is basically drying up to ALL Councils.

I am assuming that it is the Tomakin Sewage Upgrade that you are referring to in relation to the $61 million there was a discussion at todays Council meeting on this item.

I firmly believe that you have to be a very brave person to to nominate to be a Councillor. You can please some of the people some of the time BUT you will never please ALL the people ALL the time.

Thanks Peter, I have to agree, interesting it would appear the Federal Treasurer’s statement today in relation to the predicated Interest Rate Rise cause is “the conflict in the Middle East and the previous Coalition Government”, gee I have to wonder how long they can keep blaming the previous Coalition Government and not look at this current Labor Governments spending.
Trish Hellier

Hi Trish.

Too many times in life I have witnessed meetings where the room has been told one thing and then the organisers have secreted themselves behind closed doors and gone in another direction re some matters. And recent events have given me cause to not trust the ESC due to what I perceive as sneaky actions. Ratepayers money and grants seem to have been derailed in a few instances despite the original purpose. I know my blood pressure would go through the roof if I had to endure a meeting where I felt I was being observed as gullible. The worst Council I have ever resided under since 1970.

I agree with you. We do need a deep dive into where monies have been spent/allocated.

Human nature has, for centuries, dictated that those caught out doing the wrong thing have lied to protect themselves. Look at the pathetic reasons and excuses Chalmers is still trying to cover himself with since his May budget. How long is he going to blame the Iran war? And now we have the Digital Duty of Care from Albanese who is telling us we need to be protected from misinformation. This action is to protect themselves from adverse publicity – not us. So lies and misinformation are rampant in all levels of government. Most people would crawl under a rock if they were noted as a liar but he, and his like minded colleagues, do not care.

Going under the umbrella of “actions speak louder than words” I am still trying to address a situation where a few disabled residents are at risk of injury. Or worse, death. The ESC – and Michael Holland – have not attempted to address this for almost 2 years. No courteous letter or phone call to myself giving an explanation. Why? Because there is not a rational one they can give. What are they hiding in this instance? It is a situation easily remedied.

Being raised by excellent parents who, by their teaching, enabled me to develop empathy and compassion, I don’t know how I could live with myself if I could have prevented any injury or death. But it seems the Mayor, Michael Holland and staff at the ESC have not had these teachings. So sad.

If Councillors worked on all projects in a competent way and for the total benefit of the community instead of personal preferences and “flights of fancy” there would be no dissatisfied residents.

Hi Trish

Here is a perfect example of the ESC wasting money on unnecessary projects when it could be spent better elsewhere.

Some months ago residents living near the intersection of Beach Road and Corrigan Crescent received a letter from Council stating they were planning to build a concrete median strip along the centre of this intersection. A petition was formed and the outcome was successful due to resident complaints and some businesses in the Batehaven shopping area stating it could affect them. Many people signed this petition which led Council to hold a meeting at the park opposite the intersection on the 23rd June.

Weeks later information from Council states this action was abandoned due to the above concerns.

Then yesterday, another letter arrives stating they are going ahead with this median strip. So what has changed???? What has gone on behind closed doors?? It seems this is being funded by a grant from the Australian Government’s Black Spot Program to the amount of $76,960. In other words, some inept government employee and his/her department has decided this intersection is a “black spot”.

I have lived opposite this intersection for almost 9 years (some of my neighbours much longer) and we are in a perfect position to state this is not a black spot. In my time there have been a few light prangs (one needing a tow truck) and I cannot remember when I heard a screech of brakes as most drivers approach this intersection with care as, by necessity, they must slow down to leave or access Corrigan Crescent. You could say any major intersection has a “history of crashes” but that does not mean these are excessive. Most crashes are caused by driver negligence – not the spot of accident. Council states they are “helping to guide vehicles through the area”. Rubbish! – it is quite a busy intersection and vehicles have never previously required any management to get to their destination.

It seems this Council maintain a “my way or the highway” mentality and like our current Federal government seems to not be financially intelligent when it comes to decisions. The grant could be spent in a more appropriate area I am sure as Eurobodalla takes in a lot of territory. I am witnessing what I perceive to be petty behaviour by Council in the parking/safety issue I have been addressing. Immaturity at play.

Are they also going to override any petition or resident complaints re the closure of Prince’s Wharf – which is Crown land – thereby allowing the Aboriginal Land Council to claim this? Watch this space…….

As the Mayor has an obsession re aboriginal culture, and the Council make some idiotic decisions, I hope he is not tempted to “donate” some of our money towards the legal expenses of the air-head uncle of Lidia Thorpe who is trying to sue King Charles (as head of the Commonwealth) for the genocide of indigenous people. Being thwarted by the Australian courts he is now going ahead to apply to the International Criminal Court.

There is also a risk to those who require motorised chairs and framed walkers in Corrigan Close, Batehaven, who also must go on to the road to access shops. This situation has been going on for 2 years with no assistance from ESC or Michael Holland. I have recently sent a very detailed letter and photo to TfNSW so hopefully this will be addressed professionally in the near future. Watch this space………..

The ESC have absolutely no idea what the word “priority” means. Wasting our money some months ago in engaging an Indigenous Media Company – Blackfisch – to educate us in aboriginal culture. Fairy tales if you will. I would love to know how much that has cost, or is still costing us. Then they were going to spend $10,000.00 to assess our interest in re naming the bridge. How much has this inane investigation into the current NTE issue costing? It will not benefit one resident or visitor.

So it should be no surprise they have not got enough money to spend on the important matters such as the bike path.

With the various problems we are encountering with this Council the question does cross my mind – “would replacing a class of Year 12s in the current councillors positions produce a more intelligent outcome?” It certainly could not be worse. It seems the two intelligent councillors do not get much say.

What doesn’t the Eurobodalla Shire Council understand about risk and consequences? There are multiple locations without appropriate footpaths in the Shire, how many needless incidents need to occur?

Another example of a potential incident site within the Shire is Melaleuca Crescent (Catalina) which was scheduled in ESC’s 2017 Footpath Strategy to have a shared path leading onto a footpath for the entire street. Guess what, the shared path stopped 100m short of its planned location and the footpath has never been built. Pedestrians (including wheelchair and mobility scooter users) still have to move onto the road to get to their required destination once they are off the shared footpath.

But we need not worry folks, the ESC is currently dusting off their 2017 Footpaths Strategy for it to be renamed the 2026 Eurobodalla Footpaths Strategy. I would have it as a guess though, the costs have potentially doubled in the past 9 years, so there will be even less chance of getting anything done.

And as for the comments by those Federal and State representatives, you’ve been in long enough to instigate changes, stop the blame game and just get on with it.

Damien Rogers4:34 pm 22 Sep 26

State run Councils are ‘unsustainable’ A recent x council worker told us how Eurobodalla council had admitted to some outdoor staff that they are broke, and that they will now be doing only half of the work they did before. Why cant we just go back to Council owned and run by the community, as it was before the State took over by force?

Damien, if you go back to the article on this site dated 20th August 2026 – Temporary sewerage rates to increase to pay for essential services – you will note the ESC are planning to borrow $61 million dollars. So it seems your information is correct re the current financial status of our Council. Once these increases are set in place it may be they will remain there – so the word temporary could be misleading.

This article quotes a multitude of costing for various upgrades and having a very suspicious mind due to my accounting background, I would need to have some of these figures confirmed by an independent accountant. Anyone can say “I’m going to do this” but until they have actually completed their plan the words are meaningless. Goverment spin rears its head again.
